Section 22 Workshop - 16 Feb 2025

Cost: The course will be FREE but we will ask for a £10-£12 contribution to cover room hire and materials.

Do you Want to know What your Service Charges are spent on?

Then you need to do a Section 22 (S.22) review. This allows you to see all the invoices that relate to your building for the last service charge year.

Now you MUST submit your request within 6 months of the Accounts coming out- so for most people that means submitting it by end March 25 to see last year’s invoices. (You then have up to 3 months to do the review.) You can’t review your invoices if you haven’t submitted the request in time.

We are offering a free S.22 Course on Sunday 16th Feb 2026 at Royal Arsenal in the afternoon.

Places will be First Come First Served and are being offered to WARA subscribers first before being offered to everyone else.

Below are a few random bits of expenditure our Committee Member has pulled out of some of last years (March 24) accounts that she would investigate if she was a leaseholder in these buildings. There will be many more than relate to your building.

  • B37 Spent £100,000 out of your reserves in March 24 meaning you now have less than £6K in your reserves for all future exceptional works
  • B45 - £10,000 was spent cleaning your courtyard
  • Waterfront gym
    • £860,000 was total cost of the Gym
    • £353K was spent on RCH who run the Gym
    • In 2023 your costs were reduced by the Income gained from tenant inductions- £37,000. But in 2024 there was no income?? Surely new people joined the Gym during 2024.
    • Your electricity bill went up by 60% from 2023 to 2024- (despite electricity cost reducing across the estate from Oct 2023 onwards)
  • B50 over £100,000 was spent out of your reserves on a series of different works
  • Imperial – your staffing costs went up +35% over last year
  • B23 saw late payment charges on the electricity bill because they hadn’t been paid on time
  • Biring and Devereaux - £9,5K was spent on a BSA applicability review, £27,000 was spent on maintaining your fire equipment.
  • Warehouse Court- £105,000 was spent cleaning the outside of the building
  • Windsor Square (after rebasing 2023 to a full year)
    • Your block Service charges went up 17% and your Apartment Service charges by 19% in 2024.
    • Your Fire alarm and maintenance costs – a new system? Went up from £7K in 23 to £22.2K
    • Your Staffing costs (excl cleaning) went up from £17.3K to £38.75K

We are not saying the above works/costs were not needed, but unless leaseholders review and challenge where appropriate then it isn’t possible to ensure Managing Agent accountability for our money.
