The facts
Aggregating the 6,278 audit-trail entries across all disclosed invoices, three named R&R staff appear as approver on 93% of "Approved" actions. Multiple instances exist of ≥20 invoices being approved by one person at the exact same second, suggesting bulk processing rather than per-invoice review.
Committee's interpretation
Batch approval at the second-level is inconsistent with the R&R Building Approval Steps table which describes individual named staff with per-invoice pound-value authority. Committee should ask what review, if any, precedes a bulk-approval batch.
