The facts
Across 6,278 audit-trail entries extracted from the 915 disclosed invoices, every approver is an R&R employee. The earlier reading that 67% of invoices lacked leaseholder sign-off was based on a parser flaw ("O'Loughlin 286966" is Jamie O'Loughlin, R&R Area Director, not a leaseholder). The corrected count is 100%.

If leaseholder or director sign-off was expected as part of the approval workflow, its absence should be explained.
