R&R's URL list is materially incomplete
466 additional invoices exist in Dwellant that the leaseholder review login can access but weren't in R&R's URL list.
The facts
R&R supplied the residents' committee with a URL list of 915 invoices for the FY2025 Section 22 disclosure. Independent probing of the Dwellant invoice-ID space discovered 466 further invoice IDs accessible under the same review login. ~80% are billed to WARMC, B77, B55, or BHET (other estate entities), but at least three invoices supplied separately by R&R (filenames 4164327, 4435511, 4435518) are for buildings in scope and are missing from the URL list.
Committee's interpretation
The inclusion criterion for the disclosure has never been put in writing. Committee should ask R&R to state the criterion and justify each omission against it.
Alternative explanation
Estate-entity invoices may genuinely be out of scope for a per-building disclosure; the missing three may be handling errors rather than deliberate exclusions.
