The facts

The Work Order Report (custom report 841) contains 6,963 work orders across FY2023–FY2026 for the property. 1,314 are flagged "Retrospective Work Order" (i.e. dated after invoice payment). 706 carry explicit dispute notes.

Committee's interpretation

Retrospective work orders defeat the purpose of an approval workflow: no ex-ante scope or cost check, no leaseholder opportunity to comment. Committee should ask how many of these are recorded as approved-in-arrears vs. never approved at all.

Alternative explanation

Some emergency works genuinely need to be authorised after the fact; the classifier flags the volume, not the intent.
